Prohibits importing, transporting, dispersing, distributing, introducing, selling, or purchasing non-native terrestrial invasive plants in Rhode Island, with specific species to be defined by the director through rulemaking

Amends existing law on freshwater invasive aquatic plants to align with the new terrestrial plant provisions, maintaining the prohibition on possession for aquatic species

Violations of either terrestrial or aquatic invasive plant prohibitions are punishable by a fine of up to $500

Requires the director to maintain a combined listing of all prohibited terrestrial and aquatic invasive plants

Takes effect January 1, 2027, with enforcement delayed until implementing rules and regulations are finalized
