Establishes Medicaid fee-for-service reimbursement rates as the minimum rate floor that Medicaid managed care plans must pay to home care, home nursing care, and hospice providers licensed by the Rhode Island Department of Health.

Effective July 1, 2026, increases shift differential and overtime rates to 1.5 times the base rate for overnight, weekend, and holiday shifts, and 2 times the base rate for personal care, homemaker, and private duty nursing services during those periods.

Requires providers to be reimbursed by July 1, 2026 for all time and travel costs for direct care employees traveling to and from Medicaid beneficiaries, in compliance with federal labor regulations (29 C.F.R. § 785).

Creates a 10% enhancement rate for providers serving Medicaid beneficiaries in rural communities with population density under 1,000 and population size under 25,000, aligned with federal Rural Health Transformation funding.

Requires the Executive Office of Health and Human Services to adopt rate increases recommended by the Office of the Health Insurance Commissioner's rate review reports for home care, home nursing care, and hospice providers.
