Prohibits Rhode Island Medicaid and contracted managed care organizations from requiring prior authorization or step therapy protocols for anticonvulsant and antipsychotic medications on their formularies

Requires the medical assistance program and managed care organizations to report detailed spending and utilization data for anticonvulsants and antipsychotics covering years 2021-2029, due by July 1, 2029

Requires the Department of Health to collect data from the state and all 39 municipalities on mental health emergency spending by ambulances, hospitals, police, and fire departments for 2021-2029

Clinical prior authorization edits remain permitted, and medications removed from the market by the FDA for safety concerns may still be denied

Takes effect January 1, 2027, and sunsets on December 31, 2029
