Prohibits public bodies from accepting or processing anonymous public records requests

Mandates that public bodies post their public records access procedures on their website if one is maintained

Clarifies that the unavailability of a designated public records officer does not constitute good cause for failing to respond to requests within the required 10 business day timeframe

Takes effect immediately upon passage
