Creates the "Military Child Act" defining military-connected students as dependents of active duty U.S. military personnel or full-time Rhode Island National Guard members

Allows military-connected students to enroll remotely and in advance when a parent is being relocated to Rhode Island under military orders, without requiring physical appearance at the school district

Permits use of temporary addresses for enrollment including on-base billeting, purchased/leased housing, or military housing, with proof of residency required within 10 days of attendance

Grants military-connected students open enrollment rights to attend the school district of their choice regardless of district capacity

Eligibility for open enrollment requires at least one parent with a Department of Defense ID card and evidence of active duty orders for more than 30 consecutive days
