Students assigned to schools in the bottom 15% of Rhode Island public schools may petition to enroll in any other public school with available capacity.

Receiving schools receive the state aid portion of per-pupil funding from the sending district; for students with special needs or IEPs, the sending district must pay full tuition costs.

Students suspended twice or more in a school year may be expelled by the receiving school; expelled students must return to their home district and face a 4-year school choice ban if expelled again.

The Department of Education must reclassify school performance and determine each school's enrollment capacity every 5 years.

Creates the Rhode Island Education Revitalization Fund, funded by a new statewide property tax on real property of private, nonprofit, and other post-secondary institutions, with tax amounts based on each institution's endowment.
