Authorizes the Rhode Island Department of Environmental Management to issue and enforce rules and regulations implementing the existing food waste ban

Corrects a statutory reference for educational entities from § 16-110-1 to § 16-111-1 within the food waste recycling requirements

Maintains existing food waste ban requirements: covered entities generating 104+ tons/year must recycle organic waste at composting or anaerobic digestion facilities if located within 15 miles of such facilities

Educational entities generating 30+ tons/year of organic waste have been required to comply with recycling mandates since January 1, 2023

Takes effect upon passage
