Prohibits state agencies from entering into software licensing contracts that restrict the agency's ability to install or run software on hardware of their own choosing

Applies specifically to software applications intended to be installed by state agencies and designed to run on generally available desktop or server hardware

Adds a new definition of "state software application purchases" to Rhode Island's State Purchases law, covering all agreements for software procurement paid with state funds

Creates new section 37-2-83 in the General Laws to establish the prohibition on restrictive software contract terms

Takes effect immediately upon passage
