Recognizes the 1st Rhode Island Regiment as an integrated unit of Black, White, and Indigenous soldiers who served together from 1778 to 1783

Commemorates the regiment's valor at the August 1778 Battle of Rhode Island in Portsmouth, where they repelled three Hessian charges and held the Continental Army's right flank

Acknowledges the 250th anniversary of the Declaration of Independence and the importance of preserving awareness of Black contributions to American independence

Directs the Secretary of State to transmit certified copies to President Trump, Rhode Island's Congressional delegation, Governor McKee, and several historical organizations including the Newport County NAACP and Battle of Rhode Island Association
