Creates a new registration system for interior designers in Rhode Island, requiring practitioners to hold NCIDQ certification, complete an approved educational program, and demonstrate qualifying experience to use the title "registered interior designer"

Establishes a 7-member Board of Examination and Registration of Interior Designers (4 registered interior designers, 3 public members) appointed by the governor with authority to issue registrations, set fees, establish continuing education requirements, and enforce disciplinary standards

Defines the scope of registered interior design practice as nonstructural interior work including space planning, egress design, material selection, and preparation of technical submissions for building permits, while explicitly excluding structural systems, building envelope, and mechanical/electrical/plumbing work

Exempts certain individuals from registration requirements, including employees working under a registered designer's supervision, homeowners designing their own residences, and those performing purely decorative work like selecting paint, window coverings, or furniture

Effective date of July 1, 2026, with annual registration renewal required by April 30 and records retention requirement of 5 years for technical submissions
