Prohibits manufacturers from selling, offering for sale, or distributing products containing intentionally added synthetic polymer microparticles in Rhode Island beginning January 1, 2030

Requires the Department of Environmental Management, in consultation with the Department of Health, to develop a microplastics testing plan for water, soil, and other environmental media by July 1, 2029, with updates every 24 months

Mandates adoption of a statewide microplastics strategy plan by January 1, 2030, including assessment of environmental and health impacts, identification of contamination sources, and policy recommendations

Defines synthetic polymer microparticles as particles 5mm or smaller in all dimensions, or fibers up to 15mm with length greater than 3 times the diameter, at concentrations of 0.01% or greater by weight

Exempts products preempted by federal regulation and excludes naturally occurring polymers that have not been chemically modified
