Repeals Chapter 42-13.1, "The Rhode Island Bridge Replacement, Reconstruction, and Maintenance Fund Act of 2016," which authorized the Department of Transportation to collect tolls on large commercial trucks crossing Rhode Island bridges

Eliminates the provision requiring that revenue generated by facilities under the Rhode Island Turnpike and Bridge Authority's control be used only for authority purposes

Removes the authority's ability to enter into contracts with the state to operate toll facilities on state roads or bridges not owned by the authority

Deletes provisions that transferred external audit functions from the Department of Transportation to the Department of Administration's office of internal audit and program integrity

Takes effect immediately upon passage
