Adds two Department of Corrections positions to the correctional officers retirement system: administrator of community confinement and home confinement coordinator

These positions would become eligible for the enhanced retirement benefits available to correctional officers, including retirement at age 50 with 20 years of service (for those eligible before October 1, 2009) or age 55 with 25 years of service (for those eligible after)
