Establishes "RICare," a publicly financed and administered single-payer healthcare system providing universal coverage to all Rhode Island residents regardless of income, assets, or health status

Creates a 16-member RICare Board within the Department of Health to oversee implementation, set provider payment rates, define benefits, and develop annual three-year budgets for legislative approval

Prohibits premiums, deductibles, co-pays, and co-insurance; covered benefits include primary care, hospital services, mental health, dental, vision, hearing, prescription drugs, long-term care, gender affirming care, and reproductive healthcare

Sets provider reimbursement base rates at 50% above Medicare rates, with medical devices and prescription drugs priced at Department of Veterans Affairs rates

Requires federal waivers under ACA Section 1332 before implementation; directs the state to seek waivers to consolidate Medicaid, Medicare, and exchange funding into the single RICare fund
