Prohibits Rhode Island cities and towns from enacting or enforcing ordinances that ban, restrict, or prohibit powered landscape equipment (leaf blowers, lawn mowers, string trimmers, hedge trimmers, edgers) based solely on fuel or power source type

Municipalities may still adopt reasonable content-neutral noise regulations, restrictions on hours of operation for all powered equipment, and public safety regulations that do not effectively prohibit equipment based on fuel type

Grandfathers existing municipal ordinances that restrict powered landscape equipment by fuel type if adopted before the act's effective date, provided they are not amended, expanded, or reenacted afterward

Any municipal ordinance adopted, amended, expanded, or reenacted after the act's effective date that conflicts with these provisions is deemed null and void

Takes effect immediately upon passage
