New housing developments with 4+ units permitted on or after July 1, 2027 that receive state financial assistance or are built on state-owned land must meet accessibility standards: at least 10% of units must follow Type A standards and an additional 25% must follow Type B standards (as defined in ICC A117.1-2017)

Waivers may be granted by municipal building officials only when compliance is technically infeasible due to site conditions, structural constraints, or topographical limitations—not solely due to increased cost or reduced profitability

Sellers must provide written disclosure at first conveyance indicating whether units comply with Type A or Type B design provisions

Executive Office of Housing must develop waiver and appeal criteria by December 31, 2028, with a 30-day public comment period beginning no later than November 1, 2027; implementation effective July 1, 2029

Municipalities must report annually to the Executive Office of Housing starting July 1, 2028 on building permits issued under each standard and waivers granted, with the office submitting annual reports to the General Assembly beginning October 1, 2028
