Criminalizes knowingly producing, distributing, receiving, or possessing with intent to distribute visual depictions of minors engaged in sexually explicit conduct that are obscene and lack serious literary, artistic, political, or scientific value, punishable by up to 15 years imprisonment and/or $5,000 fine

Criminalizes simple possession of such material, punishable by up to 5 years imprisonment and/or $5,000 fine

Criminalizes distributing obscene or sexually explicit material to minors (persons under 18), punishable by up to 2 years imprisonment and/or $1,000 fine

Covers all visual depictions including drawings, cartoons, sculptures, computer-generated images, and AI-created content—the depicted minor does not need to actually exist for prosecution

Provides an affirmative defense for possession if the defendant had fewer than 3 images and promptly destroyed them or reported the matter to law enforcement
