Creates a state civil cause of action allowing individuals to sue persons acting under color of federal law for deprivations of U.S. Constitutional rights, including interference through threats, intimidation, or coercion

Eliminates immunity defenses by prohibiting defendants from claiming any state statutory or common law immunities, and bars federal immunities to the extent permissible under the Constitution

Establishes a 3-year statute of limitations from the date of the incident, with tolling provisions for persons under disability due to age, mental incompetence, or other reasons

Requires courts to award reasonable attorneys' fees and costs to prevailing plaintiffs, with a "catalyst theory" standard for injunctive relief cases where the lawsuit was a substantial factor in obtaining results
