Prohibits law enforcement officers from wearing masks or personal disguises while interacting with the public during official duties, applying to state, out-of-state, and federal law enforcement personnel operating in Rhode Island

Provides eight exemptions including undercover assignments, surgical/N95 masks for disease prevention, smoke protection during fires, water rescue operations, biological/chemical agent exposure, cold weather during declared emergencies, SWAT team protective gear, and high-risk situations like shootouts or hostage situations

Establishes criminal penalties for violations as a misdemeanor with up to one year imprisonment or fines up to $1,000

Strips immunity protections and imposes civil liability of at least $10,000 in statutory damages (or actual damages if greater) for officers who commit assault, battery, false imprisonment, false arrest, abuse of process, or malicious prosecution while knowingly violating the mask prohibition

Takes effect immediately upon passage
