Requires firearm industry members (manufacturers, distributors, importers, and retailers) to establish and enforce "reasonable controls" to prevent sales to straw purchasers, firearm traffickers, prohibited persons, and those at risk of harming themselves or others

Prohibits firearm industry members from advertising or marketing products in ways that promote unlawful sales, unlawful use, or risk to public safety, including marketing that encourages converting legal firearms into illegal ones

Authorizes civil lawsuits by harmed individuals, municipalities, or the Attorney General against firearm industry members who violate the act's requirements

Establishes civil penalties of up to $10,000 per violation, plus potential awards of injunctive relief, compensatory and punitive damages, restitution, and mandatory attorneys' fees for prevailing plaintiffs

Takes effect October 1, 2026, with courts also empowered to suspend or revoke dealer permits for violations
