Public Utilities Commission (PUC) and Division of Public Utilities and Carriers (DPUC) must produce a comprehensive study on lowering electric and gas rates for consumers, due by April 30, 2027

$100,000 appropriated for hiring consultants and experts to conduct the study

Study must compare Rhode Island energy rates with other states and identify policies or programs that could be terminated to reduce consumer energy costs

PUC shall recommend creating "energy notes" for future legislation, similar to fiscal notes, showing how proposed bills would affect energy costs

Act takes effect upon passage
