Directs the Division of Public Utilities and Carriers to establish minimum statewide standards for electric utility meter reading and billing practices, including requirements for regular meter reading intervals and billing transparency showing reading dates and service amounts.

Limits electric utilities to no more than 6 consecutive estimated billing periods for any account, with exceptions for customer-caused meter access issues or safety concerns.

Requires utilities to correct estimated billing problems within 2 months after reaching the 6-month limit, and prohibits recovery of charges beyond that 2-month period unless the utility obtains a waiver from the division.

Mandates utilities maintain accurate billing records sufficient to demonstrate how each customer's bill was calculated.

Contains a sunset provision expiring upon adoption of compliant regulations by the division or on January 30, 2028, whichever occurs first.
