Establishes "Healthy School Meals for All" program phased over 3 years: elementary schools in 2027-2028, middle schools added in 2028-2029, and all K-12 students by 2029-2030

Requires participating schools to provide breakfast and lunch at no charge to all enrolled students every school day

Mandates schools maximize federal funding through USDA programs including Community Eligibility Provision (CEP) and Provision 2, with the state reimbursing the difference between federal free meal rates and actual reimbursement received

Directs schools to improve meal quality by purchasing locally grown food, preparing scratch-cooked meals, providing culturally relevant options, and ensuring lunch periods of at least 20 minutes

Requires annual state budget appropriations as entitlement funding plus one full-time employee at the Department of Elementary and Secondary Education for program administration; effective July 1, 2027
