Requires Rhode Island Medicaid to cover services provided by licensed certified professional midwives (CPMs) who hold current North American Registry of Midwives certification and state licensure

Mandates reimbursement for CPM services follow the same Medicaid methodologies as other maternity care providers, prohibiting physician supervision or referral requirements unless imposed on other providers for the same service

Directs the Executive Office of Health and Human Services (EOHHS) to promulgate rules for credentialing and enrolling CPMs as Medicaid providers

Requires EOHHS to collect and report data on utilization and expenditures for CPM services to Medicaid beneficiaries beginning July 1, 2028, and annually thereafter

Takes effect upon passage and supersedes any conflicting state or local laws or regulations
