Requires the Rhode Island Turnpike and Bridge Authority (RITBA) to notify E-ZPass account holders via email or first-class mail before reporting toll violators or evaders to the Division of Motor Vehicles, including when prepaid account balances fall below minimum or go negative

Adds consumer protection principles to legislative findings, requiring toll enforcement systems to include proportional penalties, clear notice, and reasonable resolution opportunities

Mandates RITBA to establish rules addressing E-ZPass transponder failures (battery depletion, signal degradation, equipment malfunctions), including proactive customer outreach about failure risks and free replacement for defective units

Creates a standardized process for waiving, reducing, or refunding tolls, fees, and penalties resulting from transponder failures, including retroactive relief when RITBA knew or should have known of systemic equipment problems

Requires RITBA to submit annual reports to the General Assembly detailing transponder failure trends, outreach efforts, and the total amount of tolls and penalties waived or refunded
