Creates a new legal framework for non-charitable (commercial) bingo operations at the Lincoln and Tiverton gaming facilities in Rhode Island

Grants the State Lottery Division authority to license, regulate, and supervise non-charitable bingo operations, including equipment, electronic bingo aids, and operators, with Rhode Island State Police empowered to investigate ownership and revoke licenses

Establishes revenue allocation: 15% to the state, 84% to the non-charitable bingo operator, and 1% to host municipalities (Lincoln receives 80% and Tiverton receives 20% of the municipal share)

Requires players to be at least 18 years old and mandates the Division promulgate regulations within 180 days of enactment

Permits use of electronic bingo aids that must meet specific accountability, integrity, and fairness standards, including independent verification of all electronic cards in play
