Requires the Department of Administration to conduct a comprehensive workforce analysis of the Rhode Island Veterans Home in Bristol within 60 days, examining wage competitiveness, recruitment barriers, transportation and housing challenges, and bed capacity issues

Mandates a corrective action plan within 45 days of completing the analysis, identifying required wage adjustments, hiring incentives, job classification changes, and a schedule for reopening closed beds

Directs the Department of Administration to review and update job classifications and pay grades for veterans home positions by November 15, 2026, for inclusion in the FY 2027 budget proposal

Addresses workforce shortages affecting nurses, certified nursing assistants, and support staff that have caused the facility to operate below licensed capacity, reducing federal per diem reimbursements

Requires public release of the workforce analysis and corrective action plan, with transmission to the auditor general and legislative finance committees by November 25, 2026
