Rhode Island Senate resolution urging Congress to pass the Major Richard Star Act (H.R. 2102 and S. 1032), which would eliminate the "dollar for dollar" offset that reduces retirement pay for medically retired veterans receiving VA disability benefits

Currently, veterans with less than 20 years of service and disability ratings under 50% have their retirement pay reduced by the amount of disability pay they receive, with the average offset approximately $1,900 per month as of 2022

An estimated 50,000 retired service members are affected by the current rules preventing concurrent receipt of full retirement and disability benefits

Named for Major Richard Star, an Iraq and Afghanistan veteran who developed lung cancer from burn pit exposure and was forced to medically retire before completing 20 years of service; he died in 2021

Directs the Secretary of State to transmit certified copies of the resolution to Rhode Island's Congressional delegation
