Establishes a 17-member Green Buildings Act Commission to replace the existing advisory committee, with 9 public members and 8 public agency members responsible for implementing green building standards across Rhode Island

Lowers the renovation threshold triggering green building requirements from 40% to 20% of a public structure, expanding the scope of projects subject to LEED, LEED for Neighborhood Development, and SITES certification standards

Requires compliance with green building standards as a condition for obtaining building permits and certificates of occupancy for public major facility projects of 10,000+ gross square feet

Grants the commission authority to promulgate rules and regulations, establish subcommittees, pursue funding, and collaborate with the Executive Climate Change Coordinating Council to meet the 2021 Act on Climate emission reduction targets

Requires the commission chairperson to hold LEED Accredited Professional credentials with Rhode Island professional registration in architecture, engineering, or landscape architecture, and may serve up to three 3-year terms
