Removes the prior requirement that two-thirds of firm partners, directors/officers, or managers be registered architects or engineers, and one-third be registered architects

Requires architecture firms to have at least one Rhode Island registered architect who is a partner, director/officer, or manager and maintains direct control and responsible control of professional matters

Waives the certificate of authorization fee for sole practitioner firms consisting of only one Rhode Island registered architect

Grants the board authority to set alternative expiration dates for registration certificates and certificates of authorization, rather than fixed December deadlines

Establishes a transition period where existing certificates remain valid until December 31, 2028, or until there is a change in business structure or responsible architect
