Authorizes restaurants, bars, cafeterias, food trucks, and other eating/drinking establishments to fill or refill reusable containers brought by consumers for takeout food and beverages

Requires the Rhode Island Department of Health to amend the state food code by July 1, 2027 to permit this practice, with regulations consistent with FDA best practices for refillable containers

Allows safeguards including visual inspection of containers by employees and written procedures to prevent cross-contamination, but does not require establishments to sanitize customer containers unless they fail inspection

Mandates the Department of Health publish guidance materials covering container examination, handwashing requirements, beverage refilling procedures, and cross-contamination prevention by July 1, 2027

Participation is voluntary—establishments are not required to accept consumer-provided containers
