Removes the requirement that the Department of Elementary and Secondary Education prorate funds among eligible school districts when total reimbursement requests exceed appropriated funding for special education excess costs, non-public school transportation, and regional school district transportation

Eliminates the provision linking categorical program funding (special education, career/technical education, pre-K programs, stabilization funds, transportation, and regionalization bonuses) to the transition plan in § 16-7.2-7

Effectively shifts from a prorated distribution system to full reimbursement for qualifying school district expenses, potentially requiring the state to cover all approved costs regardless of budget appropriations

Takes effect immediately upon passage
