Adds new definitions for "food" (articles used for food or drink for people or animals, chewing gum, and food/drink components) and "food supplies" (non-durable consumable items like disposable paper goods, napkins, cups, plates, cutlery, and takeout containers) to Rhode Island's state purchasing laws

Raises the small purchase threshold for food and food supplies from $10,000 to $25,000, matching the existing threshold for construction procurements

Allows state agencies to use simplified small purchase procedures for food and food supply procurements up to $25,000 in aggregate, rather than requiring full competitive bidding

Takes effect immediately upon passage
