Replaces requirement to "mail an application" with "send a reminder/notification" for license renewals across 13 professional licensing categories, enabling electronic communication for barbers, hairdressers, veterinarians, chiropractors, dentists, funeral directors, nurses, physicians, physical therapists, occupational therapists, psychologists, physician assistants, mental health counselors, and applied behavior analysts.

Updates gender-specific language throughout licensing statutes, changing "his or her" to "their" and "himself or herself" to "themselves."

Adjusts renewal deadlines for several professions: veterinarians from March 31 to May 1, dentists from May 1 to June 30, psychologists from June 1 to June 30, and mental health counselors from June 1 to June 30.

Adds "Qi Gong energy healing" to the list of unlicensed health care practices that may be legally performed in Rhode Island without licensure.

Removes "naturopathy" from the list of unlicensed health care practices, reflecting its separate licensed status under Chapter 5-95.
