Prohibits health insurers and other payors from including contract provisions that restrict physician practices from charging patients administrative or operational fees for non-clinical services such as scheduling, care coordination, and record handling.

Prevents payors from imposing penalties or sanctions on physician practices for assessing such fees, as long as fees are disclosed to patients in advance and not billed to the payor.

Payors are not required to reimburse physician practices or patients for these administrative fees.

Physician practices must still provide emergency or urgent care regardless of whether administrative fees have been paid.

Any contract provision violating these requirements is deemed null and void as a matter of public policy; the act takes effect upon passage.
