Smithfield may count manufactured homes in age-restricted communities (55+ years) as one-half (1/2) of an affordable housing unit toward the state's 10% low- and moderate-income housing requirement under § 45-53-1

Manufactured homes must be located in communities approved under the town's zoning, land development, and subdivision ordinances and licensed annually by the town

The provision applies specifically to the town of Smithfield as a carve-out from existing statewide manufactured housing rules that generally require resident-owned communities or occupant land ownership
