Expands the definition of "public works project" to include any project financed, undertaken, managed, or contracted for by the state, its departments, agencies, authorities, public corporations, quasi-public corporations, municipalities, school committees, or any other political subdivision

Applies NACC certification and AGMT worker requirements to all public works projects regardless of funding source or procurement method, provided they meet monetary thresholds ($1 million for renovations, $5 million for new construction) and include glazing work

Glazing work covered includes windows, curtain walls, interior glass partitions, glass handrails, aluminum entrances, skylights, storefronts, and general architectural glass and metal installation

Maintains phased AGMT certification requirements: 25% of crew certified by January 1, 2026, and 50% by January 1, 2027

Violations carry civil penalties of $1,500 to $3,000 and potential revocation of professional licenses for intentional or egregious violations, with enforcement by the Department of Labor and Training
