Employees can form a union through two methods: filing cards signed by at least 30% of the unit to trigger a board-run election, or filing cards signed by more than 50% of the unit to bypass an election and gain immediate certification

State agencies and management personnel must remain neutral and cannot encourage or discourage employees from exercising their unionization rights

Employers must notify the union of new hires within 5 business days and provide complete bargaining unit employee lists every 120 days, including names, contact information, demographics, and hire dates

Union representatives must receive at least 30 minutes during new employee orientations to meet with bargaining unit employees, with non-union personnel required to leave the room

Non-union employees in a bargaining unit may be required to pay reasonable charges for grievances or arbitrations brought at their request
