Authorizes the Rhode Island Supreme Court Committee on Racial and Ethnic Fairness, in consultation with the Rhode Island Bar Association's Committee on Diversity, Equity, and Inclusion, to appoint replacement members to the Judicial Nominating Commission if successors are not appointed within 30 days of a member's term expiration.

Requires judicial nominees to disclose all campaign finance contributions made by or on behalf of the nominee, including contributions to candidates, political committees, or political action committees, within a period prescribed by commission rule.

Mandates the commission provide a meaningful public forum with time for public comment before any final action on judicial nominations, with speaker registration limited to no more than 48 hours in advance.

Requires the commission to provide live audiovisual broadcasts of each open meeting via the internet and maintain an online archive of all recordings.

Takes effect upon passage.
