Requires installation of Intelligent Speed Assistance (ISA) devices—GPS-based technology that actively limits vehicle speed—as a condition for license reinstatement for drivers convicted of excessive speeding, racing, reckless driving involving speed, or multiple moving offenses

Defines "excessive speeding" as 20+ mph over the limit in 40 mph or lower zones, and 30+ mph over the limit in zones above 40 mph

Mandates ISA devices remain operational for at least 12 months following license reinstatement, with offenders bearing all costs for leasing, installation, removal, and maintenance

Establishes penalties for noncompliance including immediate license re-suspension/revocation and 6-month extension of ISA requirements for tampering with devices or driving without them

Requires the Department of Motor Vehicles to certify ISA device providers and installers, establish compliance monitoring procedures, and submit annual reports on program data and recidivism rates
