Requires all contractors performing work for RIDOT, RITBA, or on any state road or bridge to file a traffic monitoring plan and have a crash truck/attenuator truck equipped with traffic monitoring cameras on site during construction or maintenance, effective January 1, 2027

Divided highways require at least one camera facing oncoming traffic; non-divided roads require cameras facing both directions

If an accident injures or kills a state employee or construction worker at the work site, all camera footage must be provided to Rhode Island State Police and the Attorney General for investigation and prosecution

First violation is a misdemeanor punishable by up to 1 year imprisonment and/or $500-$1,000 fine; second violation within 5 years is a felony with up to 2 years imprisonment and/or minimum $1,000 fine; third or subsequent violation within 5 years is a felony with up to 5 years imprisonment and/or $2,500 fine

Violators may be barred from contracting with the state or performing any state road/bridge work for up to 5 years, and criminal penalties do not limit civil liability
