Expands exemptions for farm vehicles and machinery, allowing front and rear load extensions up to 15 feet and exempting farm machinery hauling non-divisible equipment from axle load and maximum weight limits

Clarifies that road machinery is exempt from size/weight limits only when actively working in or crossing a work zone, not when traveling down highways under their own power

Adds requirement that vehicles with lift axles must have axles down when carrying a load, with $100 fine for violations

Raises the width threshold triggering travel time restrictions from 8 feet 6 inches to 10 feet, adds Juneteenth to holidays with travel restrictions, and removes Kingston Road Bridge from the list of bridges prohibited for blanket permit travel
