Prohibits Rhode Island colleges and universities from automatically enrolling students in student health insurance plans; requires students to affirmatively accept or reject coverage in writing or electronically before admission or registration is complete

Bars institutions from charging fees or premiums for student health insurance to any student who has rejected coverage

Applies to all public and private institutions of higher education recognized by the office of the post-secondary commissioner, covering students regardless of credit enrollment

Requires institutions to maintain records of student insurance elections for a minimum of 3 years

Takes effect January 1, 2027, with the office of the post-secondary commissioner responsible for promulgating enforcement regulations
