Removes the provision allowing the hearing committee chairperson to unilaterally appoint legal counsel upon request from a majority of the hearing committee

Requires both the law enforcement agency and the accused officer to jointly submit a written application before the chairperson can appoint legal counsel to assist the hearing committee

Maintains the 50% cost-sharing requirement for legal counsel fees between the law enforcement agency and the accused officer, unless the parties agree to a different arrangement

Eliminates the ability for either party to request the chair to reallocate the legal fee payment responsibility

Takes effect immediately upon passage
