Explicitly adds pre-kindergarten programs for 3 and 4 year-old children to the categorical programs eligible for state funding under Rhode Island's education aid formula

Requires the Department of Elementary and Secondary Education to collaborate with the Department of Human Services' childcare office and Head Start collaboration office to develop funding allocation criteria for early childhood programs

Eligible programs include the state pre-kindergarten program model and the federal Head Start Program (42 U.S.C. § 9801)

Takes effect immediately upon passage
