Merges the Coastal Resources Management Council (CRMC) into the Department of Environmental Management (DEM), creating a new Bureau of Coastal Resources Management within DEM

Transfers all powers, duties, employees, funds, regulations, permits, and enforcement actions from the independent CRMC to the department, with existing employees retaining civil service status, title, and pay

Establishes a 10-member Community Advisory Board (6 local government officials, 4 public members) appointed by the governor to advise on coastal policy, replacing the previous council structure

Creates a deputy director position for the bureau and requires hiring at least one full-time staff attorney

Defines "environmental justice focus areas" as census tracts meeting criteria including household income below 65% of state median, minority population at or above 40%, or 25%+ households lacking English proficiency
