Establishes all roads within Quonset Business Park as public roads and clarifies that the Rhode Island Commerce Corporation owns them, with the Quonset Development Corporation (QDC) acting as its agent and attorney-in-fact for road management.

Grants QDC sole authority and jurisdiction over "QDC public roads," including maintenance, repair, construction, traffic control, and the power to install traffic signals and automated violation monitoring systems without state Department of Transportation approval.

Removes QDC public roads from the Rhode Island highway system's state planning council designation process and exempts them from general state road construction and maintenance laws.

Authorizes QDC to establish its own rules and regulations for road care, maintenance, use, traffic regulations, and speed restrictions, with these powers superseding any conflicting state or municipal laws.

Allows QDC to enter into agreements with the RI Department of Transportation and/or the town of North Kingstown for road maintenance and to delegate road management responsibilities to other persons or entities.
