Creates a Bureau of Public Protection within the Department of Attorney General with at least 4 units covering: consumer protection/antitrust, healthcare regulation/access, environmental protection/energy regulation, and civil rights protection

Consolidates existing advocate positions under the bureau, including the Healthcare Advocate, Insurance Advocate, Civil Rights Advocate, Lead Advocate, Environmental Advocate, and Antitrust Division

Authorizes the Attorney General to investigate and seek court orders against businesses or governmental entities engaged in "persistent illegality" or "repeated illegal acts," with available remedies including injunctions, restitution, damages, and penalties

Limits enforcement authority to civil law violations only; explicitly prohibits use of these powers for criminal law enforcement or criminal investigations

Requires annual reporting to legislative leadership by April 1 on investigations conducted, court applications filed, outcomes achieved, and recommendations for the section's usefulness
