Expands protected categories in health insurance discrimination to include race, ethnicity, color, religion, national origin (including language), sex (including sex characteristics, sexual orientation, gender identity, gender expression), pregnancy/childbirth/related conditions, age, disability, height, and weight

Prohibits healthcare entities from denying, canceling, limiting, or refusing to issue health plans based on protected characteristics, and bars discriminatory marketing practices or benefit designs

Bans categorical coverage exclusions for gender transition services, gender-affirming health care, and reproductive health care

Requires healthcare entities to provide enrollees with nondiscrimination notices including grievance filing instructions, website, and telephone contact information

Applies identical amendments to four insurance law chapters covering accident/sickness policies, nonprofit hospital service corporations, nonprofit medical service corporations, and health maintenance organizations, with violations subject to penalty provisions under Title 42, Chapters 14 and 14.5
