Amends Rhode Island law to make it unlawful for persons under 18 to possess a firearm, removing the previous allowance for minors to both "possess and use" firearms under supervised conditions

Retains existing exceptions allowing minors to possess firearms at approved camps or rifle ranges with parent/guardian/supervising adult present, and when engaged in lawful hunting, ROTC programs, ceremonial parades, competitive shooting, state militia activities, or basic firearms education programs

Continues to permit minors under 18 to transport an unloaded firearm in a suitable case between home and approved ranges when accompanied by a parent, guardian, or supervising adult

Defines "qualified adult" as any person 21 years or older who is legally permitted to possess and use the firearm

Takes effect immediately upon passage
